THE IBSM WINDOW OF THE UNITED NATIONS COUNTER-TERRORISM
(UNCT) TRUST FUND

Since July 2025, the IBSM has a dedicated funding window within the UN CT Trust Fund which, is administered by the United Nations Office of Counter-Terrorism (UNOCT), a member organization of the IBSM Secretariat. Through this support, the UN CT Trust Fund underpins the operations of the IBSM Secretariat and facilitates the coordination and implementation of initiatives aimed at strengthening Integrated Border Governance and land border Security in West Africa.

HOW IT WORKS

The IBSM funding window operates under a pooled funding model structured around two pillars, which are mutually reinforcing and ensure both strategic coordination and tangible impact across IBSM focus countries.

Pillar 1

Strategic Enabler

(IBSM Secretariat)

Led by the IBSM Secretariat (IOM, UNODC, UNOCT and INTERPOL), as a standalone project.
Provides strategic analysis, coordination, and monitoring to guide and adjust implementation.
Coordinates Partner engagement to ensure alignment across initiatives.
Promotes resources mobilization, communication and visibility.

Pillar 2

Programmatic Response

(field projects in the focus countries)

Carried out by the IBSM Secretariat member organizations through field offices and implementing partners.
Delivers targeted, multi-partners action, and results-oriented capacity building initiatives in response to the Secretariat analysis and recommendations, while respecting national ownership.
Translates strategic priorities needs identified through Pillar I into measurable outcomes for monitoring and future planning.

WHO CAN JOIN?

Membership in the IBSM Donor Group is open to funding partners that:

Contribute to the coordination, monitoring, and strategic oversight functions of the IBSM Secretariat (Pillar I).

Support bilateral projects under the IBSM framework, with 15% of their contribution allocated to the IBSM Secretariat (Pillar I).

Provide direct support to the IBSM funding window for Pillar II, with 15% of their contribution allocated to the IBSM secretariat (Pillar I).

HOW TO JOIN?

Prior coordination with the IBSM Secretariat, and the IBSM Technical Board

Deliberation and decision by the IBSM-SMB regarding the acceptance of membership

Financial contribution made to the IBSM Trust Fund through modalities explained in the above point

Appointment of a delegate to the IBSM Technical Board (technical level)

Nomination of a representative to the IBSM-SMB to participate in strategic decision-making (director level)

As members of the SMB, new funding partners gain access to IBSM analysis and actively participate in the decision-making process
